ICSD Special Education Director

sheila mcenerySheila McEnery of Ithaca was recently appointed by the Board of Education as Director of Special Education for the Ithaca City School District. She assumed her official duties on September 1, 2005.

Sheila joins ICSD from South Seneca Central School District where she was Director of Special Programs for three years. In that capacity, she managed and administered Special Education and Title I programs district-wide and chaired District CSE meetings. In addition, Sheila facilitated all professional development for Special Education faculty and staff, and participated in the District Special Education Review Committee. Prior to her work in South Seneca, Sheila served as Special Education teacher in the Newfield Central School District and was an ESL (English as a Second Language) instructor in both Thailand and Japan.

ICSD Superintendent, Judith C. Pastel said, "I am both pleased and excited to have Sheila lead our special education department. Her teaching and administrative experience met the criteria that I was looking for in a candidate in every respect. With her knowledge, interpersonal skills and collaborative approach, she will provide the necessary leadership to address concerns raised in the recent Hehir report's evaluation of ICSD's special education program."

Sheila holds Educational Certifications as NYS School District Administrator and NYS Public School Special Education Teacher. She received her Bachelor of Arts, Bachelor of Education and Masters of Education degrees from the University of Toronto, and received a Certificate of Advanced Studies in School Administration from SUNY Cortland in 2002. When asked to comment on her new position, Sheila said, "I have dedicated my educational career to Special Education and at this time I wanted to move to a larger district to have an impact on more students and their families. I plan to delve into the Hehir Report regarding ICSD's Special Ed program and examine, in depth, the recommendation of inclusive practice especially at the high school level. My objective is to lead the Special Ed team and District to provide more students more opportunities to access the general education curriculum which will lead to improved student achievement."

Sheila and her husband have two children, both of whom attend Ithaca schools. Sheila is a sports enthusiast and especially enjoys swimming, ice-skating, canoeing and kayaking.
